As you know this Department was inspected together with Southern European Department some 18 months ago and one of the recommendations was that Gibraltar internal work should be merged with external: in other words the Gibraltar Section of this Department should move over to Southern European Department. General Section of this Department plus the Staffing Unit would then move over to Hong Kong Department, this Department finally disappearing up in smoke for good.

2. I will not bother you with the details, but as far as I am concerned action rests with the PUS's minute of 27 January to the Minister of State (Dr Owen), and since then I have heard nothing despite repeated enquiries to PPD. I am becoming a little concerned as I have a management problem on my hands with regard to the staff in this Department, and also of course the ODM, who after the break up will be responsible for Gibraltar's aid matters, has also to be taken into account. I thought you should be aware of the position in case it is being discussed at the Under-Secretary level.
