I am sorry that I was not able to join in the discussion which you and Mr Jasper had on 3 February about accommodation arrangements when the General and Administrative, Legal and Judicial Staffing sections of G&GD are merged with Hong Kong Department to form "Hong Kag and General Department", as recommended by the Home Inspector in his reports on G&GD and HKD in early 1976. I understand that a decision is still outstanding on the prior question of a merger of the Gibraltar Section of G&GD with SED but on the assumption that that move will take place we " ́should, as you know, like to plan for the merger.

2. I understand that after discussion with Mr Jasper you, put) forward the following proposals:-

3. I fully appreciate that you are not going to be able to satisfy the optimum requirements for HKGD's accommodation given the competing demands of various departments in this corner of the Office. Nevertheless, I am afrad that the proposals you put to Mr Jasper would has the following defects:-
