SCHEDULE OF WORK FOR THIRD DESK OFFICER
1. I have arranged with Mr Legg in POD for Mr Upton to join the department on Tuesday, 12 April. I have asked that Mr Upton should report to you in the first instance. (I am sorry that I will not be around when Mr Upton starts but it has not been possible to arrange the transfer this week owing to the need, for example, for a desk to be obtained from ASD and POD do not want to delay the move until my return on Monday, 18 April).

We said in your minute of 3 February to PPD about the establishment of a Grade 9 post that we envisaged the incumbent dealing with such tasks as initial work on Pas, routine enquiries from members of the public, other departments and the Hong Kong Government Office, etc and aid work on Hong Kong. I think it would be to the advantage of all concerned if we were to give Mr Upton a schedule of work from the outset. It would have to be regarded as provisional and could be reviewed in the light of the work-load and Mr Upton's capabilities. I attach a suggested work schedule, which has been drawn up in consultation with Mr Duffy and Mr David, and, if you agree, you may like to give it to him.
3. I think it would be appropriate at the beginning if Mr Upton were to "work to" either Mr Duffy or Mr David in the first instance, except in respect of the more minor tasks in his list which he could handle on his own. Mr Duffy and Mr David are agreeable to this and, if you agree, I suggest you inform Mr Upton accordingly.
