GIBRALTAR
As recorded in the minutes of DOP (77)3rd meeting held on the 3rd March, the DOP Committee decided that my Minister "should prepare a study of possible measures to offset the economic consequences in Gibraltar of closure of the dockyard" and that "this study
should make recommendations on two alternative bases, that the Spanish restrictions on the border with Gibraltar were lifted and that these restrictions remained in force".
Mrs Hart is anxious that this study should be put in hand right away and should be completed within about six weeks. She has instructed me to draw up the names for a suitable committee which, in addition to the expertise we can assemble from within the ODM, should have suitable representation on it from the Department of Industry, the National Enterprise Board and, possibly, the Department of Trade as well as from the Foreign and Commonwealth Office and the Ministry of Defence.
If it is agreeable to you, I would propose to invite F H Brown and Anthony Beattie to represent the Foreign and Commonwealth Office. Anthony Beattie has already done considerable work on the Gibraltar economy and on the Maxwell Stamp Report and I would propose, as a first step, to ask him to produce a summary of the Maxwell Stamp Report for the use of the committee. Gordon Bridger, of our Economic Planning Staff, will be in touch with him about other details.
There is one further point; I understand it had been FCO's intention that about the middle of this year the Gibraltar part of Gibraltar and General Department should be absorbed into Southern European Department and that we in the ODM would
