Responsibilities

Mr Milton has a normal Assistant's role and is the channel through which all work is submitted to the Head of department. He supervises directly all desk officers in the department other than the EO and grade 9 who on some subjects work upwards through the HEO and DS 6 respectively in their sections. He acts for the Head of department in his absence; Mr O'Keeffe spent nearly 6 weeks abroad last year. He believes that about 40% of his time is spent on Hong Kong, 5% on administration and the rest on the Seychelles and the British Indian Ocean Territories.
Workload

Mr Milton has a full workload at present but it will of course be halved with Seychelles independence. He believes that some 60% of his time is spent drafting (half of this redrafting the work of desk officers). A further 15% is spent in liaison with other departments in the FCO and elsewhere in Whitehall and in attending meetings.
Grading
5. If the Administration and General sections of Gibraltar and General department are added to the department and there is also an enlargement of its responsibilities for Hong Kong following acceptance of the Planning paper there will be a case for upgrading Mr Milton's post to 5'S'. We recommend that this be reviewed in six months time.
