In the longer term, the solution must, I think,

either be attachment to Commonwealth Co-ordination Department

or dispersal to Administration Departments if the

need for a separate Dependent Territories staffing and policy

unit has meanwhile disappeared. This, however, would involve

a comprehensive re-organisation which we plan to embark on in

a year's time.
