I agree in substance with the recommendation.

2. It is unfortunately inevitable that changes in our internal organisation should become publicly known, and it is therefore probably as well that the Governor should let Sir Joshua Hassan know what we are doing. The way the change is presented will, however, be of critical importance. No Government would acquiesce happily in the disappearance of a department primarily concerned with its affairs, and the only way of avoiding an unproductive hassle with Sir J lassan will be by stressing that the change is part of a process of administrative reorganisation, reflecting the policy decision to cut the number of departments in the FCO, and will be
