3. Since HKD is a joint department no problem will arise when the "Rimi"is moved to them. At this stage I do not think it is worthwhile conjecturing about the future of the general administrative legal and judicial staffing units after 1977. As you know, the position of joint departments then remaining and the disposition of their various responsibility subject to review.
