The Head of Department's PA is usually unable to help the other members of the department and they have generated too much work for Miss Graham to sope with on her own.

As anticipated, therefore, we have had to make extensive use of the Audio Typing Pool and the Transit Pool. Thanks to their efforts, we are just able to manage but it is not a satisfactory arrangement. One particular difficulty is that we are plagued with PQs in this department – 47 already this year - and urgent work of this sort would be better handled within the department itself. We are prepared to try to continue the present arrangement for the time being but if, as Mr Stewart is proposing to PPD, the department is reinforced by a Grade 9 officer, I will have to ask you to reinstate our third $2/3, and I may have to do so in any case. More important, however, is the fact that we need to be able to plan the merger of the General and Administrative, eto

Sections of G&GD with HKD in the knowledge that the enlarged depart- ment will have adequate secretarial arrangements. As I have said, this mems, as I see it, the full implementation of Mr Morgan'a recommendation in hisreport on HKIOD. Perhaps the practical solution is to arrange for the two 82/38 currently X working for the two Section in G&GD concerned – Miss Underwood and Miss Carlile to move with these Sections when the merger

with HKD takes place. I hope that this or some similarly satisfactory arrangement will be possible.

4. Mr Jasper has agreed this minute. Mr Stewart, who has also seen it, is of the view that HKD's secretarial establishment ought to be strengthened anyway and that it is essential for the merged GGD/HD department to be equipped as proposed in paragraph 3 above.
