The department has, since the addition of the Indian Ocean section in 1972, been a Joint department, ie a depart- ment of both the FCO and the ODM. The chain of submission upwards on Indian Ocean work has been through Mr Stanley and Mr Larmour to Mr Rowlands but major aid schemes are submitted by the Head of department direct to Mr Williams of the ODM. Hong Kong internal questions are submitted through Mr Male and Mr Larmour to Lord Goronwy-Roberts, and Hong Kong external questions through Mr Male and Mr Cortazzi to Lord Goronwy-Roberts. Responsibilities

The department exercises a general responsibility for both the external and internal affairs of Hong Kong. practice the Hong Kong government, which is financially self-supporting, has in recent years gained an increasing measure of autonomy so that much of the department's present work consists of negotiation between British and Hong Kong interests on, for example, defence costs, the death penalty, labour legislation in Hong Kong and import quotas.
