Mr Stewart
ACCOMMODATION FOR"HONG KONG AND GENERAL "EPARTMENT”
1.
Kr Jasper and I have been pursuing the question of accommodation for "HKGD" (as I will cell it for convenience) following the weeting that wi had with fr Lewis the other week,
2. Following a further discussion between är Jasper and vyself on 3 February Er Jaspor discussed the matter with ASD. (I would have joined in the discussion but we one tied up with Hong Kong matters at the time.) The upshot of Mr Jasper'a necting rith A.D/38t out in his minute of 3 February.
3. I agree with Fr Jasper that the requirement for accomodation is as set out in para. 1. of his rámuts. I fear, however, that the preposals that A3D have put forward (pare. 5 of lir Jasper's Minute) do not satisfactorily rest this requirement. As I have pointed out to 'r Jasper, ASD'z proposals would have the effect of
(a) breaking up the dong Kong Section into two rooms, which would be
a retrograde step;
(b) not providing a sepɛrate room for the load of Department's PA;
(a) not allowin for the integr tion of the Hong Kong Section Clerks,
though this is less important than (a) and (b) and a situation with which re may have to live; and
(á) prouciny overcrowding in Roon K.245, which is not really large
enough for four persons
In order to seek to remedy these drawbacks, at least those a* (a) (b) `ani (a), I suggest that we should go for the following allocation of accomodation:-
(1) K.26 - hr Stewart (no change)
(11) F.247 - Kr Milton (no change)
(111) K.249 Head of Department's PA (currently occupied by Mr Mayward
and Er Fichards, FED)
(iv) K.251 - Mrs Gregory (currently occupied by 'r Stimson)
(v) K.245 Hong Kong Section
(vi) K.243
2/3 Desk Officers (no chɛnge)
Three S2/3, being the secretarial establishment for th new department, minus the PA (the two FED Secretarias Ouently in the rooom will be replaced by the two ve hopa to obtain when the mergeɗocours)
(vii) K.242 - Two Hong Kong Section Clerks to join PITD's registry,
though one PDTD Section Clerk niht be integrated
