ACCOMMODATION FOR "HONG KONG AND GENERAL DEPARTMENT"
1.
As I see it the proposed allocation of accommodation as in your draft minute has one serious flaw. It combines Hong Kong registry offices not with the Hong Kong desk but with the Admin Staffing desk. This would be most undesirable and the section would in effect be lost in a forest of filing cabinets. Also the to-ing and fro-ing between the Hong Kong desk and their registry would seriously disrupt the work of Admin Staffing section.
2. If K271 (not K272 as in your draft) is made available to HKGD then would this not ideally house the entire Hong Kong section of 3 desk officers and 2 section clerks? Of the two rooms K245 and K270 the larger would have to be allocated to Admin Staffing section because of the bulk of material they need to house. K245 would I believe be sufficient for General section since we would, after disposing of surplus material, need only three cupboards and two filing cabinets.

However, I am not at all sure that HKGD could count on having K271 and in the absence of that room Mr Jasper's proposals do at least integrate two out of three of the sections of the new department. Any other arrangement
leaves only the General section integrated.
