VISIT OF MR LIGHTBODY (SECRETARY FOR ADMINISTRATION - GOVERNMENT OF HONG KONG) TO PROPERTY SERVICES AGENCY 6TH AND 7TH SEPTEMBER 1977

PSA has been approached by Mr M J Upton of the Hong Kong and General Department of the FCO about Mr Lightbody's request to visit us during his forthcoming visit to UK. We have been asked by Mr Upt on to liaise directly with you as the overall co-ordinator and to clear our proposed programme with you.

2 We have been unable to establish quite what Mr Lightbody expects to see or hopes to gain from a visit to PSA. All we know is that he is a senior official who is concerned with the reorganisation of the planning and management of Government property in Hong Kong and that most of the property concerned is high-rise office units. Taking into account also the limited time available (two days Tuesday 6 September and Wednesday 7 September) we believe that he might most usefully spend a half day each with the following four Directorates:

Directorate of Estate Management Overseas (DEMOS) which is responsible for purchasing, renting, construction and maintenance services for diplomatic and consular buildings overseas. DEMOS maintains an office in Hong Kong.

Director of Defence Services I (DDSI/DS(P&O)) which is responsible for defence services overseas and maintains an office in Hong Kong.

London Region which is responsible for the maintenance and most new works within the London Region.

Directorate of Estate Surveying Services (DESS) which is responsible for all questions relating to Lands and Estate Management.
