65. In early October, 1976, the Narcotics Bureau commenced investigation into a group of people involved in the import and wholesale distribution of raw opium. During the investigation it was discovered that the group had a large quantity of raw opium for sale and a Narcotics Bureau officer posed as a buyer. After a series of meetings spread over three days the officer gained the confidence of the group and arranged to purchase the raw opium for HK$1,000,000.
66. In the early morning of 24th October, the 'buyer' and his men were escorted to Sam Ka Tsuen Pier, Lei Yue Mun, where the hand over would take place. They were taken onto an ocean going junk and shown 4 sacks of opium, following which the 7 people on board the junk and another 3 waiting in a nearby car were arrested. The 4 sacks, which contained 158 kilogrammes of raw opium, were seized.
