24. On 9th December, 1976, following an extended period of surveillance and observation, Preventive Service officers intercepted a Chinese couple in Hong Ning Road, Kwun Tong. The hus- band, NG Chi-kin (0702/1807/1017) and his wife Siu Suet-ching (4682/7185/3237) were escorted to separate flats in Joyful Villas, Hong Ning Road. On arrival at one of the flats, No admitted the officers to the premises which were found to be a heroin factory. Equipment and chemicals associated with the manufacture of heroin were found in the flat, together with 206.8 grammes of a mixture containing 165.8 grammes of a salt of morphine, 841.9 grammes of a mixture containing 196.1 grammes of salts of esters of morphine (No. 3 heroin) and 4.9 litres of acetic anhydride. A quantity of documents were seized from the flat to which Siu was escorted.
25. NG and Siu were arrested and have been jointly charged with Manufacturing A Dangerous Drug, Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking and Possession Of An Acetylating Substance. The case is pending trial.
26. On 10th December, following their discovery of the heroin factory reported above, Pre- ventive Service officers conducted a raid at another flat in joyful Villas and found that the premises were also being used as a heroin factory. 4.7 litres of acetic anhydride, 30 grammes of prepared opium and a quantity of equipment associated with the manufacture of heroin were discovered. The flat was unoccupied at the time of the raid and no arrest was made. The case is still under investigation.

27. In the afternoon of 21st December, 1976, a party of Narcotics Bureau officers conducted a raid at a residential flat in Wood Road, Wan Chai. A search of the premises revealed 2 litres (pending chemical analysis) of acetic anhydride and a quantity of chemicals and equipment associated with the manufacture of heroin. No arrest has yet been made in connection with the seizure.
28. Most of the equipment seized was brand new and still contained in the original wrapping. It is believed that the equipment and chemicals had recently been purchased and that the operators were in the process of setting up a heroin factory.

29. On 26th December, 1976, Preventive Service officers conducted a raid at a wooden hut in Pa Min Kok Tsuen, Shan Tseng, New Territories. Heroin was being manufactured in the hut at the time of the raid. Two Chinese males, Tiu Wan (0431/0061) and Wong Chi-yin (7806/2535/6343) were arrested and approximately 2.6 kilogrammes of morphine, 15 litres of acetic anhydride (pending chemical analysis) and a quantity of paraphernalia associated with the manufacture of heroin were seized.
30. Tiu and WONG were jointly charged with Manufacturing A Dangerous Drug, Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking and Possession Of An Acetylating Substance. WONG was additionally charged with one count of Possession Of Dangerous Drugs in respect of a small quantity of opium solution which was found following a search of his home in To Kwa Wan.

31. In the early hours of 30th December, 1976, acting on information, a party of Narcotics Bureau officers raided a flat in Wang Tau Hom Resettlement Estate. On gaining entry to the premises the officers discovered a heroin factory in full operation. An estimated 7 kilogrammes of heroin (pending chemical analysis) was in the solution stage of manufacture, and various chemicals and equipment associated with the manufacture of heroin were found throughout the premises.
32. Three men and a woman were arrested in the flat and a fourth man arrested on a roof top via which he had attempted to escape. Chinese males WONG Man-ki (7806/2429/1142), Yau Man-chi (6726/2429/4379) and LAM Wai-ming (2651/0251/2494), and Chinese female FONG Hei (2075/0823) have been charged with Manufacturing A Dangerous Drug and Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking. They are awaiting trial.
