Although there may be some scope for a modest expansion

of the existing Cape Collinson Training Centre, there is no possibility of meeting the projected demand by expanding other existing institutions. In these circumstances, additional sites for prison institutions are required and because of the lead time, decisions on them need to be taken in 1977.

An investigation into the possibility of siting additional penal institutions on Hei Ling Chau has been undertaken. Two very good sites (marked 1 and 2 on the map at Annex B) each of which are con- sidered suitable for the erection of 500 inmate institutions, have been identified. Two further sites (marked 3 and 4 on Annex B) suitable for 400 inmate and 300 inmate institutions respectively, have also been earmarked and sites for permanent staff quarters are also available. With the number of inmates and prisoners expected on the island, the selection and levelling of sites should not present a problem. Mains water and electricity are available on the island. If additional water and electricity are necessary, they can be obtained from the mains. supplies, which pass close to the island, though they may need ex- pansion.

In the interests of security and to achieve the appropriate level of supervision, prison institutions are generally being developed for about 500 prisoners - when the available area permits. Where more than this are in one institution, arrangements are made to sub- divide the Prison (as in Stanley) to keep the numbers at roughly this limit. If four institutions are developed there will therefore be a minimum of 1, 700 prisoners at Hei Ling Chau as well as 1, 400 addicts. The Police have been consulted regarding the effect of these proposals on security. They have no objection in principle provided that the appropriate security requirements are included in the institutions and the normal levels of staffing and supervision are maintained.

Other considerations

While Hei Ling Chau has much natural beauty, its appeal lies mainly in the wooded hill slopes and the presence of many mature trees. There are only 3 small sandy beaches on the island and marine access is poor. The difficulties which would arise from opening the island to the general public were set out in paragraph 2 and 3 of XCC(75)3, which stated:
