Thank you for your letter of 19th July, 1977 concerning the establishment of Mr. Peter Law as a Drugs Liaison Officer for the United Kingdom in Bangkok.

During his stay in this country, I discussed with Mr. Law the type of role we would wish him to undertake and I enclose a copy of the draft which I have also forwarded to the Commissioner, Royal Hong Kong Police, requesting his

observations and those of H.M. Ambassador, Bangkok and Secretary of Security, Hong Kong.

Since our meeting, I have received a letter from Mr. Law in which he raises the question of the means of communications to be utilised when sending/receiving drugs intelligence information. Detective Chief Inspector Osborne of the Central Drugs Intelligence Unit has spoken to Miss Bell at your office and the following arrangements were formulated.

U.K. to Bangkok

Non-sensitive material may be forwarded through ICPO by radio code direct to Bangkok.

Confidential documents may be sent through the F.C.0. bag via Miss Ball at the Thai desk. Despatch will leave on Friday and arrive in Bangkok on Tuesday morning.

Urgent/Top Secret material may be sent through the F.C.O. radio network.

The above procedures can be reversed when Mr. Law forwards information to the United Kingdom.
