2. The draft terms of reference for Mr Peter Law in respect of his work for the Central Drugs Intelligence Unit are fine.

There is no need for confidential documents to be sent via Miss Bull. It will be sufficient if these letters are addressed to:

c/o Foreign & Commonwealth Office King Charles Street
with "Bangkok" written on the top left-hand corner of the envelopes. Urgent confidential telegrams should, however, be sent to Miss Bull first so that she can arrange for them to be treated as official FCO telegrams.
