Mr Newens has written to Lord Goronwy-Roberts on the general subject of corruption in Hong Kong and the particular case of the Ma brothers. I have written to Hong Kong for material on which to base a draft, but in the meantime an interim reply must be sent.

2. I attach a draft submission, draft reply, the original letter, and a copy of my letter to Hong Kong.
