Thank you for your letter HKK 385/1 of 22nd June, which
I have discussed with both Roy Henry and Alan Donald,

We agree that Peter Law should act as UK liaison officer in addition to acting as the Hong Kong liaison officer; indeed, in practice he has for some time been performing this function in response to requests for reports, etc., from New Scotland Yard.

We would wish that the existing arrangements for his administration by the RHKP are retained. In particular, we would wish to be consulted before he undertakes any overseas travel from Thailand. We hope, too, that any reports etc. which he may submit in his capacity as UK liaison officer can be copied to the RHKP here.

We assume, too, that the precise definition of the UK liaison tasks etc, will be worked out between HM Ambassador in Thailand, New Scotland Yard and the RHKP. Roy Henry has already written to Scotland Yard suggesting that they produce the first draft; we will then comment upon it and forward it for the Ambassador's views. Thereafter, we will co-ordinate the action necessary to finalise the charter which, we feel, should be issued by the Ambassador.
