to Lord Goronwy-Roberts on 14 October as a result of an approach made to him by Mrs Elsie Elliott, a member of the Urban Council in Hong Kong. Mrs Elliott raised questions about drug trafficking and corruption and Lord Goronwy-Roberts sent an interim reply on 24 October pending the report from Hong Kong.
