1. You vill know that one of the consequences of recent conferences in Geneva has been the decision by certain Western countries to arrange for members of their police forces to be stationed in Bangkok with a view to increasing effective action against drug smuggling.

2. The Home Office here has also discussed the advisability stationing a member of the Metropolitan Police in Bangkok but the consensus is that to do so is unnecessary given the presence of Peter Law in Bangkok.

3. I understand that during his visit to London in the spring the Metropolitan Police discussed with Roy Henry (Deputy Commissioner of Police in Hong Kong) the possibility of using Peter Law to cover UK interests as well as those of Hong Kong. I gather that Henry thought that Law could, without too much trouble, carry out any necessary additional liaison work and that Law himself is happy to do so. Indeed, I do not think that a great deal of additional work will be required of Law except perhaps that he would need to file reports with the Metropolitan Police.

4. I am writing separately to Bim Davies, the Secretary for Security in Hong Kong, to obtain his approval for this proposal and should be grateful if you could confirm also that you have no objection.
