Addiction to opiates by injection, while not considerable in size, has mainly been confined to heroin addicts whose predominant age is between 20 and 29 years. Most of them are detected in the Okinawa profecture. It is emphasized that curiosity is the major motive for the initiation of heroin abuse; nearly 200 persons were prosecuted in 1975 for offences involving heroin. There were 909 persons arrested for cannabis offences, most of them being between 20 and 29 years of age.

Some persons were arrested for hallucinogen offences (LSD and other hallucinogens).

71. KOREA (Republic of) pointed out the abuse of benzodiazepine derivatives, barbiturates and narcotic drugs usually by persons between 20 and 30 years of age. Benzodiazephines and narcotics are frequently taken in combination.

There were

959 persons arrested for drug offences; of these, 59 for opium, heroin and morphine, 728 for cannabis and 171 for psychotropic substances (amphetamines, barbiturates, non-barbiturate sedatives, LSD). The greatest number of seizures were those of cannabis (470) and amphetamine-type drugs (38).

72. MALAYSIA The abuse of opiates, cannabis and psychotropic substances constitute the main problem of drug abuse. There are 1 076 registered persons addicted to heroin by smoking and injection, 365 to morphine by injection and 227 to opium by smoking and orally. While morphine and heroin addicts are more commonly encountered in the age group 16-30, opium addicts are mostly over 30 years of age.

Heroin and morphine abuse was often associated with criminal behaviour, thieving and robbing. Of the 3 202 persons arrested for drug offences, 1 714 involved heroin, 251 morphine and 560 opium. The number of seizures of heroin (1 713), morphine (240) and opium (545) also reflects the size and characteristics of the opiate abuse problem. In particular, these figures when compared with the information provided in previous reports, indicate a substantial increase in heroin abuse. More than 400 persons abusing cannabis are registered (aged 16 to 30 years); 667 persons were arrested in 1975 for cannabis offences. Cannabis is particularly abused by teenage school truants who remained unemployed. Disorderly behaviour is most often observed among cannabis abusers. The abuse of psychotropic substances, such as sedatives and tranquillizers, is also reported as well as some offences involving these drugs. Cannabis and heroin are most commonly taken in multiple drug abuse. In general, absenteeism, poor work records and the financial difficulties of those employed in semi-skilled types of jobs are associated with the abuse of drugs.

PHILIPPINES Cannabis (by smoking) is the most commonly abused drug. drugs listed by order of frequency of abuse and by mode of taking are cough syrups, non-barbiturate sedatives, mild tranquillizers, barbiturates, hallucinogens, stimulants, combinations of analgesics, anti-histamine and antispasmodics (orally or by injection); volatile substances (by sniffing, inhaling). The abuse of these drugs is primarily an urban problem. Multiple drug abuse is the usual pattern of drug taking. The most common combinations are cannabis with cough syrup, benzodiazipines or alcohol. Among the persons admitted to rehabilitation centres during 1975, there were 125 for abuse of opiates (98 addicted to heroin), 541 for abuse of cough syrups, 487 for cannabis, 122 for LSD and other hallucinogens, 103 for amphetamines, 164 for barbiturates, 188 for methaqualone, 89 for Mogadon, 433 for tranquillizers, 87 for analgesics, 89 for alcohol and 25 for glue.

A great majority of them (over 90%) were male and most (80%) belonged to the age group 16-25 years; almost half of them were taking drugs for more than two yesrs.
