Mr. David Hunt asked the Secretary State for Foreign and Commonwealth Mairs what consultations have taken lace, are taking place or are proposed, ith the Council of Europe and its mem- er States over the reduction in the lovernment's contribution to the Euro- ean Youth Foundation; and what epresentations he has received on the eduction.
Mr. Luard: This subject was exten- ively discussed at meetings in October 2nd December of the Intergovernmental Our Commitee of the Foundation. partners in the Council of Europe have o far shown considerable understanding. Representations on this subject have been
eived from the British Youth Council, Pom Young European Left and from the Counst of European National Youth
tee based in Brussels.
Mr. David Hunt asked the Secretary of Stute for Foreign and Commonwealth
Afairs if the reduction in the Govern- mear's contdbution to the European Youth Foundation is temporary; and, if so. by what stages he proposes the con- tribution should be increased.
Mr. Luard: Her Majesty's Govern- ment hope soon to revert to a full contri- bution. The reduced contribution is intended only as a temporary measure.
Mr. David Hunt asked the Secretary of State for Foreign and Commonwealth Affvies for what reasons he has decided to reduce the Goverment's contribudan to the endowment of the European Youth Foundation; and to what percentage of the level agreed between member States of the Council of Europe for 1977 the

Mr. Luard : The decision was entirely the result of our economic difficulties and in no way reflected any doubts by Her Majesty's Government of the value of the Foradation or of the activities supported by it. The total agreed endowment of

the Foundation during 1977-subject to Ructuation of exchange rates-is approxi- mately 9338,200, of which the United Kingdom's contribution of £20,000 is therefore about 5-88 per cent.

Mr. Forman 'asked the Secretary of State for Foreign and Commonwealth Affairs what are his reasons for not pub. lishing the list being prepared in his Department which seeks to place each foreign country in rank order according to the degree to which it does or does not safeguard basic human rights.
Mr. Luard: Publication of such a list could be damaging to British relations with, and interests in, many countries without helping the victims of human rights violations.

Drugs Smuggling
Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs how many persons concerned in the illicit export of opium or heroia from Hong Kong were arrested and prosecuted in each of the years 1974, 1975 and 1975.
Mr. Luard: The full information is not immediately available but the number of persons arrested in possession of heroin while attempting to leave Hong Kong and subsequently prosecuted was as follows:

Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs how many illicit heroin refineries were discovered in Hong Kong in 1974, 1975 and 1976; and what quantities of this drug were being produced therein.
