I have the honour to refer to your letter of 18 August 1976 requesting the approvel of my Government for & pilot study in connection with a Manual on Drug Abusa Assessment to be Go con- ducted in Hong Kong.

Unfortunately, as you will already know from the inter- yention by II Lee, the long Kong Commissioner for Narcotics, on 7 February 1977 during the 27th Session of the Commission on harcotic Drugs, the Hong Kong authorities after a very detailed examination of your roosa,

concluded with regret that, because of a major reorganisation of the Hong Kong Contral Registry of Orig Addicts, it would not be feasible to undertake such a task at prosent.

The Hong Kong authorities have asked me at the same time to express their hope that the work boing undarlaken to install a more sophisticated and efficient Central Registry in Hong Fong may prove of value to other territories facing similar problema.
