1. I spoke to Mr Kidd, the Hong Kong Commissioner, today as you instructed, Fr kidd said that he had considered the possibility of inspiring an article in the press about the success of Hong Kong's preventive measures in the drugs field, but had considered that now was not the time. There was a growing interest in the problem: the BBC are planning to do three programmes on Hong Kong in the near future, one of which will cover its drugs problem. Jonn wain, the sunday limes reporter recently released from Ethiopia, is planning to go to Hong Kong to write articles on the drugs problem for his newspaper. There was a growing interest in Triads in liong Kong and Triad activity in the UK. publicity now, however well intentioned, might be counter productive. However he was grateful for the suggestion.
