COMMUNITY SERVICE ORDERS

1. On several occasions in the last 16 months I, or one of my predecessors, have spoken to you to request information on Hong Kong's behalf about the Community Service Scheme. Most recently you were kind enough to send me a copy of your Research Unit's report No 39 entitled "Community Services assessed in 1976" and this I passed on to Hong Kong.

2. Hong Kong have now requested rather more precise information on the Community Service Order Scheme and I would be most grateful for your views, again to pass on to Hong Kong, on the attached "brief" entitled "Community Service Orders Scheme" which the Hong Kong Government's Secretary for Security passed to me today. Hong Kong would be particularly grateful for answers to the questions they pose in paragraph 3 of the "brief".

There would seem to be no particular urgency about getting them answers to these questions, but I would be grateful for answers before the end of next month, if possible.
