In mid August, when you were over here on leave, you handed me a copy of a brief prepared for you in Hong Kong on the Community Service Orders cheme. As you requested, I sought Home Office views on the brief and I now enclose a copy of Miss trong's letter to me of 13 October, along with its enclosures. One of the latter is a detailed question-by-question response to points raised in paragraph 3 of your brief.
