Chinese officers.

I am convinced that no matter what the Cantonese capabilities of your middle grado officers it is eusenting that the Commissioner be advised on the spirit and third ing of the Chinese ruil and file by Chinese senior officers.

5.

You have made it plain that you consider that brian Slovin Lust complete his time in cormond. I agree that it iu ovor-simplistic to lay at Brion's feet all the short- comings of the part few years inside the Force. Nevertheless, I am sure that the Force does itsolf lay the blame on him, however unjust it may be. I believe that it will be mich moru uifficult to resuscitate the healthy pride in itself that the Pored noede ile Brim continues at its head.

6. Having paid all the above I shall of course, work loyally to curry out your decisions. I am in touch with Colin Woods and hope that he or I will ring you during the next few days to tell you that a team has been selected to go to liong Kong in Junusry.

7. Ono further point that I consider important is the Comittee mader Y K Kan to consider complaints against the vorkinga of ICAC. You did not mention this during your visit nor has the project received much publicity since 5 llovenbor. As you know, the establishment of such a body has been one of our concerns for more than a year. I do hope that this projeat will not be lost.
