5. The Commissioner accepts that a Special Adviser on Staff Relations would need to be accompanied by some UK officer of his own choice.

6. He accepts that they should not be part of the Police hierarchy so that they had a suitable degree of independence similar to the sort of independence that the Police Adviser to the Secretary of State has on his periodic visits.

Nevertheless, they would be acting in a rapidly evolving situation in which many things were already being done to improve matters in the field on which they had come to advise. They would, therefore, have to work in very close liaison with the Commissioner. Nevertheless, a degree of independence of him would also be necessary. Our definition is: "their task is to advise and assist the Commissioner in the improvement of staff relations and morale and discipline within the Force in all its aspects and at the conclusion of their tour to report the position reached to the

Governor".
