ility that Hill Inspectorate of Constabulary might be ab to assist in providing a mall team to visit, inspect and make recommendations on the Royal Hong Kong Police with partímalar reference to the problems made evident in the events of the past few weeks of morale and of internal commmi.ostiens. The purpose of this letter is formally to request that you shoulá osusider providing this assistance.

2. I believe that since our conversation you have spoken directly to the Governor of Hong Kong, Sir Murray MaoLehoss, who is presently in the United Kingdom as leave. Subject to that conversation, I vimalise that one of HM Inspecters, together with mappert staff, should visit Hong Kong gnos er twice during the first quarter of 1978: that i Inspector's Staff Officer should remain in Hong Kong for a period to be agreed between you and the Hong Kang Government and that he be provided with staff and other assistanos by the Hong Kong Poliss Perce. The Eơng Long Government would pay the costs of this exercise including from and mabsistence for the visiting tom, together with much fee as night be arranged between you.
