It is clearly vital that the exist- ing balance of the Final Act should be maintained.
It is stated in the decisions of the Belgrade preparatory meeting that the participating States should make every effort to agree on the concluding docu- ment of the main meeting not later than 22nd December 1977. But there is pro- vision for the meeting to reconvene, if necessary, in mid-January and it was decided at the preparatory meeting that it would not end until agreement had been reached on a final document. The Gov- emment are anxious for the meeting to come to a swift and constructive end. But many of the subjects on its agenda are both important and complex. They clearly need to be discussed with all pos- sible dispatch, but they must not be skimped. Over the coming weeks, the Government will aim, in consultation with our partners and allies, for the earliest possible agreement on a satisfactory con- cluding document. But have no inten- tion of agreeing to a document which does not reflect the real concems which are central to the British approach and to the interest of hon. Members in the CSCE process.

Mr. Luard: The latest reports from Hong Kong indicate continuing wide- spread support for the policies adopted by the Governor, particularly his deter- mination that the Independent Commis- sion Against Corruption should continue to operate vigorously and effectively against current cases of corruption in all sectors of public life. My right hon. Friend shares that determination.
