I will wish to discuss this with you in London, but as I have already telegraphed, my mind has focused on getting the assistance of an outside police personality to help Brian Slevin to analyse and cure this malaise. I also think that it may be desirable to inject 50 or 60 good officers of superintendent level from the UK on short-term contracts to help stiffen the chain of command and the degree of supervision.
