I may add here that at no time Some of the crowd, about 100 men, not all policemen, let their bile rule their heads and made an attack on the ICAC Headquarters. They forced entry and fist fights resulted. This incident was blown up by the local press into a "Blood bath" when in actual fact I have seen far worse fights outside local pubs in the UK, ending usually in handshakes all round. This insignificant incident caused panic among the card-board men of Hong Kong. Their over-re-action was pathetic and ludicrous. An immediate ammnesty was granted to all the corruption faction, in all departments and services. The ICAC's hands were tied, they can only now investigate from 1st January 1977. What a travesty of justice. What reward to the 95% of

the work force of Hong Kong. I can almost hear the following dialogue between two policement on the beat.

By this amnesty the 5% corrupt can now withdraw their dirty money from their brother's, sister's, wive's and even grandmother's accounts and start on a spending spree, without fear or hindrance whilst their honest colleagues look on. the Governor or his tired old men think of this. It will not only occur within the Police Force but throughout the Colony.

The amnesty was a gross travesty of justice implemented under pressure of political and commercial expediency by men whose courage was found wanting. These men should go and go quickly and be replaced by clear thinking, fire-in-their-bellies If all the administrators who can administrate and not waffle. wind could be gathered from the Establishment here the Devil could provide Hell with air-conditioning.

Loss Number One

Hong Kong, and by Hong Kong I mean the predominantly. Chinese population have lost their faith in British justice. The finest system of justice, not law, justice, has been raped and denigrated to the gutter by faceless, spineless individuals who should be held in no higher regard than a termite. If an amnesty was to be given at all it should have been given the day before the ICAC began operations, that was the right time, not now, as a purely panic measure, covered by the Governor's statement that he was thinking about giving it next year but it might as well be brought forward. As Churchill would have so succinctly termed it, "What a terminological inexactitude".

Amnesty not supported by the majority

Despite what the media would have the population believe 30% at least of the Chinese people disagree with the amnesty
