It was this constant fear and

anxiety that had prompted them to take concerted actions in the hope that their condition would be improved.

The

formation of the Federation of the lank and file therefore served two main purposes:-

to unite all members so as to strengthen their position vis-a-vis ICMC; and

to take concerted actions in the event

that any of their members were interdicted without substantial proof to ensure his welfare and justice. The first step towards taking concerted action would be discussed at the meeting to be held on Thursday, 3rd November 1977. (It was found that this meeting was intended to be a closed meeting only, the press and outsiders were not invited. Feedback on the deliberations of the meeting was not available at this stage).

The Rank and file had further indicated that if the situation did not improve, they would be forced to take actions in their own hands in which case there would be

probably social upheaval and unrest. It was felt that this should not be dismissed lightly as a mere bluff, the development of CA☺i olice relationship must be watched carefully, taking the community security as a whole.
