Since my submissions of 3 November and this morning, further
telegrams have arrived from Hong Kong giving an up-to-date description of the state of affairs.
2. After the Governor announced a partial amnesty in respect of corruption offences committed before 1 January 1977, the leaders of the Police Associations, after a brief period of euphoria, decided the concessions offered were not enough and that they should press for more. The Hong Kong Government was not prepared to make any further concessions and appealed to the public and the majority of the Police Force to indicate their support for the maintenance of law and order. Amongst other things it was decided to amend the Police Ordinance to permit the Commissioner of Police to dismiss summarily any Police Officer for disobedience of Police regulations or Police orders.
3. The leaders of all four Police Associations have now pledged their loyalty to the Commissioner of Police and their determination to carry out their duties and obey orders. They have further promised that there will be no more demonstrations and that any grievances felt by them will be communicated and discussed through the proper channels.
4. This second stage of the Police affair has attracted a fair amount of press comment here. The claim that public opinion has been amazed and dismayed by the amnesty granted is particularly worrying as an indication that the Governor may have acted without adequate advice. However, I am assured by the Chief Secretary of Hong Kong that these reports are not correct and that the main mass of public opinion is behind the Government action.
