A representative of the Sunday Times has approached[ News Department to tell them that they propose to initiate an Insight investigation into the recent disturbances in Hong Kong. They have asked that one of their reporters should come to the Office and interview officials concerned with Hong Kong affairs.

News Department's advice is that it would be less dangerous to allow an Insight reporter to see eg myself, than to turn them down; as a refusal would probably incite the team to wild and inaccurate speculation on the relationship between the Office and the Hong Kong Government.

I believe that News Departments advice is correct and that we could hold the line adequately against a journalist's interrogation. You have said that you wish to clear this with the PUS before giving me authority to go ahead.
