The PUS' minute of 17 October attached. It may be helpful to PPD to have some comments from me as to how to overcome the difficulties with Roy Henry.

2. I do not know how long Roy Henry's services are needed and how long he would be in the UK and how long in Salisbury. Two thoughts strike me. First, it may be advantageous for Hong Kong to continue to pay his salary of $14,300 per month. If the source of income remains Hong Kong and he is in the UK for a relatively short period he may not attract UK tax. In order to avoid it a secondment to the Hong Kong London Office for special duty might be the answer. (The Hong Kong Government Office staff pay Hong Kong tax and not UK tax.) In these circumstances the UK Government (or Rhodesia Government) would reimburse the Hong Kong Government with the net cost consisting of:

Gross salary

$14,300 per month

Less 15% Hong Kong tax

Less 71% rental (he will obviously retain his flat)

Plus 25% pension contribution based on $14,300 per month

and pay direct to Henry subsistance allowance and hotel costs appropriate to a UK Civil Servant.
