HONG KONG POLICE: ANNUAL REVIEW
1.
Thank you for forwarding a copy of the Hong Kong Police Annual Review which makes interesting reading.
2. I think it is unfortunate that the Commissioner, in his report, has to some extent glossed over the quantitative scale of corruption in the Force. After all, the Commissioner of ICAC earlier this year publicly declared that syndicated corruption had been widespread in the Police involving something like 10% of the Force.
3. I am glad to see that my recommendation for an independent presence in the Complaints Office has been followed up and that a representative of the Legal Department is being seconded to the Office.
4. There may have been a slight reduction in the overall level of crime but my strictures in December 1976 on the low detection rate in certain offences are amply substantiated by the abysmal detection rates in offences against property:-

Likewise there cannot be any complacency when the annual total of robberies reported to the Police exceeds 11,000!
