Yes. I would agree that was fair comment.
In fact actual raiding of vice dens etc. would not be his responsibility unless he was specifically ordered to? Not strictly true. A lot of the duties and responsibilities are at the discretion of Divisional Superintendent to ensure that Assistant Superintendent of Police/Division knows the policies and gains necessary experience in the vice field. Duties of Assistant Divisional Superintendent are set out in Police General Orders at Chapter 3.36. Only reference to conducting raids is at L?
