Mr. Sceats:

Main charge is conspiracy involving two Defendants, three Police Station Sergeants and others unknown. Gravamen of Crown case

syndicate operated at Bay View Police Station. Investigation at great effort to locate witness. Have not located all witnesses or persons who could be charged. Underworld characters known to many police officers well known to other police officers. Might seem to discourage witnesses coming forward. Reflect on nature of charge to disclose name of witness. If at trial defence considers want an adjournment Judge would consider sympathetically. I will disclose whether witness unnamed will have

criminal records. Real danger that witnesses could be driven underground and frightened into silence and would not know reasons; would not then know whether conspiracy in charge 1. I shall be prepared at trial day in advance to name witnesses who will be called next day and alias. Some will already be known to defened as set out in summary. As to the others administration of justice demands prosecution should safeguard them until time to come into open. Say what they say. Tested what say in usual

way as to veracity.

Mr. Gunston:

Concealment of witnesses.

My friend and I getting aware of

witnesses. Ng Sik Ho were depositions.

No harm has come and no allegations

Rather than in the interest of the administration of justice,

it is an abuse of the administration of justice.
