1. You will recall that Mr Milton wrote to the Governor on 6 April to express your and the department's misgivings on the Governor's approach to the difficult question as to whether or not the case involving

Messrs. Cunningham & Thompson should be allowed to proceed.to appeal. Sir M. MacLehose has not

since replied.

2. You will, however, be interested to read the attached copy of an extract from Hong Kong newspaper "The Star" of 24 April. I think it provides all the answer that we need.
