He accepted on LAU's condition that he, Thompson, would not raid
the stalls under LAU's protection.
LAU gave evidence that he in fact paid Thompson one month in cash.
When CHIU Tak arrived at the Division CHIU Tak took over the respon-
sibility for payment to Thompson as well as Cunningham. This happened because
LAU brought CHIU Tak to see Thompson, and Thompson agreed that CHIU Tak could
carry out an arrangement for all, rather than two separate persons paying him. LAU thereafter passed over $30,000 per month to CHIU Tak $20,000 for Cunningham and $10,000 for Thompson.
The only other direct evidence came from a witness called CHENG
Cheuk-fun and it was against Cunningham. CHENG's general evidence appears below. CHENG's direct evidence was that whilst he was working for Station Sergeant MA
Hak-shing as the bookkeeper for his syndicate, he once saw MA talking to a
European, whom he identified in court as Cunningham. After that conversation,
MA said to CHENG "You go and buy some bank drafts for Superintendent Cunningham. The one who has just spoken to me is the boss." MA then bought sterling drafts from corrupt monies in favour of an account and address written on a piece of paper given to him by MA. He subsequently gave the drafts to MA.
Evidence of the existence of the vice-establishments and a corrupt Police
group protecting them
This evidence came from a number of accomplices who worked for
corrupt police officers collecting, banking and re-distributing the
corrupt payments made by the vice establishments in return for non-interference by the police officers involved. In this organization, each employee had specified duties within the hierarchy. It was an "on going" organization in the sense that although the police officers involved might be posted else where, police officers replacing them would simply take over the organization, either with new employees or retaining the existing "staff".
In the hierarchy were "collectors", who collected from the vice- establishments and who in turn handed on the proceeds to others. These others either handed the monies on to police officers direct or banked the monies first and then subsequently withdrew sum at the direction of their
employers.
