I am pleased to inform you that His Excellency the Governor in Council has appointed you to be a Commissioner, under section 2 of the Commissions of Inquiry Ordinance (Chapter 86), with the following terms of reference :
"To inquire into :
(i) the circumstances leading up to and surrounding the arrest and charging of LEUNG Wing-sang; and
(ii) whether or not these circumstances might have
prejudiced Leung's trial".
The Attorney General, under section 6(4) of the Commissions of Inquiry Ordinance, has nominated Mr. H.J. Somerville to act as Counsel for the Commission.
Mrs. Alice WONG CHANG Wai-heung will be Secretary to
the Commission.
A formal notice of the appointment of the Commission will be published in the Government Gazette on 13th February 1976.
A copy of the Commissions of Inquiry Ordinance (Chapter 86) is enclosed for your reference.
