REMOVAL OF PRISONERS BASSETT AND PUTTOCK FROM HONG KONG TO THE UK UNDER THE COLONIAL PRISONERS' REMOVAL ACT 1884
1. Further to our recent telephone call I now enclose a copy of a letter (dated 24 August) from Mr Courtney of the Hong Kong Government's Security Branch to my department. You will see that the Hong Kong Government request FCO and Home Office help in securing an order to effect the removal to this country of two prisoners, Donald David Bassett and George William Puttock, who are at present serving life sentences in Hong Kong.
2. I understand that Section 2b of the Colonial Prisoners' Removal Act applies to these cases, that the prisoners themselves have indicated their wish to serve their sentences in this country and that the Commander, British Forces Hong Kong, have no objection to their removal.
3. I would be grateful therefore to learn if your department can agree to the latter and can arrange for the prisoners to be accommodated in a prison in this country. Once these points are decided, my department would propose to set about recommending our Secretary of State to issue a removal order.
