Re: Illegal Judgment Without Trial
By Hongkong Magistrate Lohinsh- ing to Cover up His Own Guilt.
I beg to say that I am not satisfied with your reply through your secretary who never tried to investigate this bizarre case of corruption in outrageous violation of human rights.
I dare to write to you because you have declared yourself in the newspapers all over the world as a champion of human rights. To be tried through legal process of law before a man could be dec- lared guilty is one of the most fundamental rights of human bein g5.
Do you think that Magistrate Lo Hingshing who willfully and know ingly violated the law to cover his own guilt of extortion, blac kmail and conspiracy would leave a record in the files? As soon as Magistrate o Hingshing announced his illegal judgment in the open court, I went to his Central Magistracy building to find th e number of the case for appeal and what I got from the answer of his clerk was "I cannot find the record of the case".
When I went to see the magistrate Lo Hing-shing himself asking for a written statement of reasons of judgment for appeal but he dared not to write out a written judgment. What the magistra te said is: "You are a man of high character. Never mind. This would not hurt your reputation." Innocent is innocenta Guilty

is guilty. How could a magistrate so easily declare an innocent man "guilty" to cover up the magistrate's own guilt of corrupt- ion.without trial and by denying the innocent defendant of the right to put up a defense.
Did you notice in the newspapers that a gang of 100 Hongkong Roy al Police beat the anti-corruption öfficers and immediately got a forthright amnesty for all corruption committed prior to the date of this riot, in which several anti-corruption officers got injured and were sent to hospital, A hard beating of anti-corr- uption officers can make guilty policemen innocent. An illegal judgment without a trial to scare an innocent defendant into sil- ence can make a guilty magistrate innocent whereas it can also make an innocent defendant guilty if he reports an extortion and conspiracy case to the court. Do you agree? In the interest of human rights and justice, I therefore beg you to forward my this letter to the Attorney General in Hongkonga Thank you.
