The inconvenience and hardship caused to any party to the proceedings

are regretted, but I am told by the learned magistrate that the case was repeatedly adjourned merely in the defendant's own interest throughout and that on none of the occasions did the defendent raise the slightest objection to the case being adjourned. Having regard to all the circumstances in the present case, I personally feel, though I am not in a position to say, that those adjournments were not unnecessary in a sense that it was in the interest of justice and of the defendant.

I am afraid that is all I can tell you and I hope the above information would be of some assistance to you in your reply to the Secretary of State. Finally both magistrates and I myself do apologize for the inconvenience caused to you in this matter.

His Worship Mr. P.M. Rattigan.

0.C. Prosecutions, Fanling Magistracy.

Yours faithfully,

(TOM CHU)
