I enclose herewith copies of a letter and documents which have been sent to me by Miss Liu Ping-kee, the sister of Mr. Liu Ping-hon, who I understand died on 26th July, 1977, apparently after falling from a building opposite his home.

The documents obviously give rise to serious doubts about the reasons for his death, particularly bearing in mind events over a number of years in Hong Kong. I should be most grateful if you would seriously consider setting up a public inquiry, which is obviously called for.
