1. During my last visit to Hong Kong I discussed with Sir Denys Roberts, Alan Scott and others the possibility of creating some body to which officials could have recourse if they thought that they had been badly treated SO) by the ICAC. Subsequently Alan wrote to me on 4 May 1977 to say that he would be sending details of the procedures and channels of appeal or review which existed in cases where corruption is alleged either as a criminal offence or in the course of Civil Service disciplinary procedures.

2. I should be glad if you would let me know the present state of play in respect of this matter.
