We enclose a package received here today and addressed to His Excellency the Governor of Hong Kong.

2 As you will observe, the letter is dated 14th April, 1977, and we are at loss to under- stand why it was only received here for onward transmission today. We had received from the writer, on 31 May, 1977, a copy of the letter (the long one) dated 14 April, 1977, but you will observe that there is another smaller one, undated, and a lot of enclosures !
